 It seems that just as quickly as Artificial Intelligence systems show promise in transforming how we work, live, drive, and even get treated by law enforcement, scholars and others question the ethics that surround these autonomous decision-making systems.  The ethics of AI focuses on whether or not decisions are being made that discriminate against people on the basis of race, religion, sex, or other criteria. 

AI's profound bias problems have become public in recent years, thanks to researchers like Joy Buolamwini and Timnit Gebru, authors of a 2018 study that showed that face-recognition algorithms nearly always identified white males but recognized black women only two-thirds of the time. Consequences of that flaw can be serious if the algorithms  cause law enforcement to discriminate when identifying suspects, or doctors use the algorithms to decide who to treat.

The challenge for developers is to remove bias from AI, which is complicated because the system depends upon the data that goes into the system.  Training data must be vast, diverse, and reflective of the population so that the AI system has a strong sample.

Use this forum to discuss two examples of situations where bias can skew the data causing an AI system to discriminate against certain groups of people.  How can fairness be built into the AI systems?  Are the advantages that AI bring to a system worth the bias, if uncorrected?

The advertising industry has undergone a dramatic transformation in the past decade.  In the past, advertisers had to guess where they could reach potential customers on television, radio and print.  Now, much of the advertising budget is spent online where advertisers are able to reach specific individuals who are most likely to buy their advertiser's product or service.  Through Google they know what you have searched for and deliver ads for that.  Amazon knows what you buy and suggests products based upon that.  Facebook know a great deal about your life through your posts, you friends, your messages as well as any web site you sign in using your Facebook credentials.  By matching email addresses, mobile phone numbers, IP addresses, advertisers can identify who you are and where you live.  Superimposed upon this system is a network of data brokers who buy and sell data from online companies and assemble disparate pieces of data into a profile of individuals that undoubtedly include you.  There is hardly any regulation of this data ecosystem.  For an example, read the linked New York Times articles on data apps and the data they provide and respond to the questions below.

 Chris is a police officer  with the local Centerville Police Department.  She is in plain clothes  and knocked on the front door of Steve’s house and asked if she could  enter to enforce a valid warrant.  The warrant was a search warrant  issued by Judge Wells from the Centerville District Court.  Judge Wells  is a retired state police trooper from the state police barracks in  Centerville.  The warrant indicated that "the first floor of Steve's  house will be searched for a gun used in connection with a robbery and  jewelry, which was stolen."  While searching the first floor of Steve's  house, Officer Chris smelled what she thought was gun powder emanating  from the second floor.  Officer Chris immediately walked upstairs and  found a gun at the tops of the stairs.  She went to confiscate the gun  and while doing so noticed a note attached to the gun with an address on  it.  The address was a known location for stolen jewelry to be pawned.   During the search, Steve told Officer Chris that, "I do not know what  you are here for, because I did not rob Grubb's jewelry store."  Officer  Chris asked Steve to go to the police station and Steve agreed.  As  they walked into the police station, Judge Wells yelled, "is that the  person who robbed Grubb's jewelry store?"  Steve replied, "I told  Officer Chris already, I did not rob Grubb's jewelry store."

Ethics: A Gravely Ill Child

 If all of these matters fitted together perfectly, or if ethical considerations were clear in all cases, we probably wouldn’t have a class addressing the matter. What is important, and what you will receive the most credit for, is your analysis of the situation and the facts surrounding it. the purposes of this, the rules, regulations, or laws of an organization or department of government don’t matter. You’re the ethical boss; you have the power to make it right if it is not. What matters is what you think is the correct ethical approach, and whether or not your conclusions are supported by clear, persuasive, and convincing points and arguments in favor of one position or another. Discussing both sides of an issue will gain more credit than examining only one side of it because often, if not always, there’s more than one side to a problem. The reasoning is more important than the exact conclusion, so long as your conclusion is not actually without ethical foundation. After all, you may in future have to explain your ethical conclusions to others occupying positions of higher decision-making authority, so it makes sense that your ethical analyses and conclusions have firm foundation and must be clear, persuasive, and convincing  

Scenario: 


A GRAVELY ILL CHILD


Officer Barry Watson is a Community Services/Crime Prevention Officer for the police department in a Hampton Roads city. Sometimes, he “doubles” as a School Resource Officer at the elementary school his children attend when the SRO routinely assigned there has another commitment or duty assignment in the neighborhood. He and his family live one block from the school. He has lots of contacts, and has worked in his assigned area for about five years; the family is well-regarded and popular in the neighborhood and in the school and business communities.


A couple of weeks ago, Officer Watson and his wife, Nancy, were informed by their pediatrician that Sheila, their seven-year-old daughter, has developed childhood leukemia. Sheila hasn’t been feeling well for a while, and extensive tests recently completed have informed the diagnosis. There is a “silver lining” to this bad news, however. Her illness was discovered in its early stage, and is of a type that is very responsive to treatment. Officer Watson’s health insurance coverage he has through his city employment will cover a very large portion of the medical costs, but will not pay for transportation, lodging, meals, and related expenses. Both the local Children’s Hospital of the King’s Daughters and Children’s National Medical Center in Washington, DC would require only a short commute or a day’s drive at most for Sheila’s treatment, but doctors at both hospitals have indicated that researchers at St. Jude Children’s Research Hospital in Memphis were the first to develop a successful treatment for Sheila’s type of childhood leukemia, and they have the most experience and success in treating it. St. Jude quickly accepted Sheila as a patient. Unfortunately, Memphis is hundreds of miles from Hampton Roads, and multiple trips for Sheila’s many necessary treatments are extremely impractical for the Watsons. In addition, it is likely that the time that the Watsons need to spend with their daughter during her treatment will exceed by a considerable amount the family medical and other leave that Officer Watson and his wife have available through their employment. While St. Jude patients and their families are not expected to pay for hospitalization and treatment, and routinely cover incidental expenses of families, loss of family income is not covered, and the Watsons want to avoid imposing on the generosity of the hospital unless it becomes necessary. 


Many organizations and members of the community have become aware of Sheila’s diagnosis and of the fact that her needs will be best met in a research and clinical environment that specializes in childhood cancers. The business and residential communities have come together to raise money to assist with expenses. Yard sales, car washes, impromptu flea markets, and donation drums have appeared all over the city, and the local community newspaper has encouraged donations through its publication. The generosity of the community has overwhelmed the Watson family, and the money collected so far is projected to possibly exceed the amount that the Watsons will need for their transportation and other expenses in Memphis. Informed of this, the Watsons participated in a brief news conference in which they stated that any remaining sum of money in excess of their actual expenses would be deposited in a bank trust account for other children in the community whose parents need assistance to pay medical bills for life-saving treatment.


When Officer Watson reported for duty a couple of days ago, his supervisor advised him that the precinct commander wanted to meet with him as soon as possible. During the meeting, Captain Baines stated that the city attorney had issued a legal opinion that said that a provision of the city’s human resources ordinance appeared to prohibit employees from accepting any form of benefit connected to their employment, or associated with the fact of their employment, other than their salary and leave donation from other city employees. He went on to explain that the city attorney stated that the city’s comprehensive employees’ health insurance policy provisions were designed to eliminate the need for outside public contributions from any source for family medical expenses. Captain Baines apologized for having to deliver this bad news and said, further, that neither he nor senior police management were in agreement with the city attorney’s ruling, but that it must be complied with. Captain Baines suggested that Officer Watson speak with his police union representative and the union’s legal counsel, but expressed doubt that the financial assistance could be accepted, at least not in the short term. Sheila’s treatment, however, cannot wait, as its success is dependent upon her condition being addressed as soon as possible.


What do you think should be the correct ethical position for the Watsons? What should the city’s correct ethical position be in a situation like this, or another similar one? Why? Is this a case of unintended legal consequences, in which a provision of the city’s charter that was well-intentioned to be an anti-corruption measure had an unintended result? City charters are issued by the state legislature. If it’s a city charter issue, and is therefore beyond the power of city leadership to “fix” it, where should the affected people turn to?

 If all of these matters fitted together perfectly, or if ethical considerations were clear in all cases, we probably wouldn’t have a class addressing the matter. What is important, and what you will receive the most credit for, is your analysis of the situation and the facts surrounding it. the purposes of this, the rules, regulations, or laws of an organization or department of government don’t matter. You’re the ethical boss; you have the power to make it right if it is not. What matters is what you think is the correct ethical approach, and whether or not your conclusions are supported by clear, persuasive, and convincing points and arguments in favor of one position or another. Discussing both sides of an issue will gain more credit than examining only one side of it because often, if not always, there’s more than one side to a problem. The reasoning is more important than the exact conclusion, so long as your conclusion is not actually without ethical foundation. After all, you may in future have to explain your ethical conclusions to others occupying positions of higher decision-making authority, so it makes sense that your ethical analyses and conclusions have firm foundation and must be clear, persuasive, and convincing 




Scenario:


  A LEAKY RECORDS DIVISION


Capt. George Stevens is the supervisor of the Criminal Records Division of the Administrative Support Bureau in your police department. You are a Major and the Bureau Commander. Stevens reports to you with regard to his responsibilities, and you have the authority to recommend the imposition of disciplinary and corrective action for Stevens and others, sworn and unsworn, who work in the division.


As part of his duties, George reviews all fines collected by the traffic court and checks them for both receipt of correct amounts and the statutory authority for the fines levied. With respect to this responsibility and all others, George is very good. He maintains exceptionally close attention to detail, and he performs his work promptly and efficiently; additionally, he has a pleasant, helpful personality and generally outstanding work habits.


Recently, you became aware of a story circulating around town. It concerns the arrest of a prominent local citizen who was stopped by an officer, and who failed to pass a series of field sobriety tests, and in fact registered 0.18% BAC on a chemical field test. The citizen, who was arrested and charged with Driving While Intoxicated, was as well accompanied by a female who identified herself as a Miss Jones, and who rather boldly introduced herself as a prostitute whose base of operations was New York. According to criminal history records available to law enforcement through the FBI-NCIC, the FBI’s national records database, the professional description that Ms. Jones offered appears to be accurate.


The story of this arrest was told at a local meeting of a fraternal club, and has attracted much interest and is also a favorite topic of conversation around town. The arrestee (the prominent citizen) has complained to you about this story, and it is clear to you that Capt. Stevens told or perhaps re-told this story at the club meeting. The detail content of police records is confidential, that is, police reports are not furnished for non-official purposes, however arrest and court records themselves are available to the general public. When you present Capt. Stevens with the information you have obtained through your investigation of the citizen’s complaint, he admits he told the story.


Has Capt. Stevens committed an ethical violation by only telling or re-telling the story? Should this matter be referred to the Internal Affairs Bureau, or can you handle it at your level? Does this matter warrant an internal investigation? Why or why not? Suppose Stevens says that he only repeated what he heard from others, and that he did not reveal protected or confidential information gained from official sources, and supports that by asserting that he did not see the report or official record maintained by his division? Based on the above, do you think you have sufficient information to make a judgment regarding Capt. Stevens’ conduct? Why or why not? If what Stevens says is correct in every detail, should or should not a police official in his position discuss any matter that has not been completely adjudicated in the judicial system? You will review quantitative research.  The topic is up to you as long as you choose a peer-reviewed, academic research piece.  I suggest choosing a topic that is at least in the same family as your expected dissertation topic so that you can start viewing what is out there.  There are no hard word counts or page requirements as long as you cover the basic guidelines.  You must submit original work, however,  and a paper that returns as a large percentage of copy/paste to other sources will not be accepted.  (Safe Assign will be used to track/monitor your submission for plagiarism. Submissions with a Safe Assign match of more than 2% will not be accepted.) 

Please use APA formatting and include the following information:

Introduction/Background:  Provide context for the research article.  What led the author(s) to write the piece? What key concepts were explored? Were there weaknesses in prior research that led the author to the current hypothesis or research question?

Methodology:  Describe how the data was gathered and analyzed.  What research questions or hypotheses were the researcher trying to explore? What statistical analysis was used?

Study Findings and Results:  What were the major findings from the study? Were there any limitations?

Conclusions:  Evaluate the article in terms of significance, research methods, readability and the implications of the results.  Does the piece lead into further study? Are there different methods you would have chosen based on what you read? What are the strengths and weaknesses of the article in terms of statistical analysis and application? (This is where a large part of the rubric is covered.)

Read the case below from Chapter 10 in your textbook:


 Background

The setting is an 82-bed hospital located in a small city. One day an employee of the maintenance department asked the supervisor, George Mann, for an hour or two off to take care of some personal business. Mann agreed, and he asked the employee to stop at the garden equipment dealership and buy several small lawnmower parts that the department required. While transacting business at a local bank, the employee was seen by Sally Carter, the supervisor of both human resources and payroll, who was in the bank on hospital business. Carter asked the employee what he was doing there and was told the visit was personal. On returning to the hospital, Sally Carter examined the employee’s time card. The employee had not punched out to indicate when he had left the hospital. Carter noted the time the employee returned, and after the normal working day she marked the card to indicate an absence of 2 hours on personal business. Carter advised the chief executive officer (CEO), Jane Arnold, of what she had done, citing a long-standing policy (in their dusty, and some would say infrequently used, policy manual) requiring an employee to punch out when leaving the premises on personal business. The CEO agreed with Sally Carter’s action. Carter advised Mann of the action and stated that the employee would not be paid for the 2 hours he was gone. Mann was angry. He said he had told the employee not to punch out because he had asked him to pick up some parts on his trip; however, he conceded that the employee’s personal business was probably the greater part of the trip. Carter replied that Mann had no business doing what he had done and that it was his—Mann’s—poor management that had caused the employee to suffer. Mann appealed to the CEO to reopen the matter based on his claim that there was an important side to the story that she had not yet heard. Jane Arnold agreed to hear both managers state their position.

Assuming the position of the CEO, Jane Arnold, render a decision. (Document your decision in whatever detail may be necessary, complete with explanation of why you decided in this fashion)

Based on your responses to Questions 1 to 3, outline whatever steps—policy changes, guidelines, payroll requirements, or something else—you believe should be considered to minimize the chances of similar conflict in the future.

Reference your readings and include a minimum of 5 peer-reviewed, scholarly, or similar articles.
