 to narrow it down a bit so you can develop a testable hypothesis.  I think you are closest with reasons why some parents seek care- if you utilize a psychological construct to test.  Since the parents are the ones in charge of getting their child help, I'd explore the mental health help seeking literature- what psychological variables have been linked to help seeking and how might this be connected to race/ethnicity.
