Question 1



Ah, here is where we really get to the heart of the matter. Strategic thinking is essentially long term in nature. (Please see additional information in the weekly announcement.) It answers the question, "Where are we going?" Everything else is operational. Think of General Patton going to Berlin. His direction (strategy) was clear: get to Berlin and get Hitler. Everything else -- how many tanks he had; how much ammunition he had; how many C rations; how many medical personnel; whether the radios were working -- was operational.



Now, here is an interesting insight into Patton. Everybody thinks going to Berlin was a universal goal. Not really. Eisenhower was more interested in knocking out the German manufacturing capability. Just think about that. The Russians were heading to Berlin and could take care of the remnants of the German army in the east and around Berlin. Why not take out their manufacturing plants where they made tanks, airplanes, ammunition and other war implements? Maybe Eisenhower was right!



A second issue needs to be considered. The Battle of the Bulge was underway. Many Germans were still fighting across Western Europe. Going to Berlin with a large American force would leave the other American units to fight the Germans across France and other parts of western Europe without Patton's help.



Then you had Field Marshal Montgomery, the British leader. He wanted to go to Berlin -- so he sort of agreed with Patton -- but he wanted to lead the charge and have Patton follow him.



So, going to Berlin was not so automatic as people think. In fact, the famous Red Ball Express (Patton's route to Berlin) did bypass many American units.



What this Patton story illustrates is that there may be alternate directional ideas (strategies), all of which answer the question, "Where should we go?" Typically, the organization has to answer the directional question once - only one strategy. Although divisions of massive organizations like the US Army in World War II may pursue more than one strategy. That means one strategic direction per division.



The key issue is that strategy looks at the long term. Now, here is an interesting topic related to this. Once you decide on a long-term strategy, such as going to Berlin, how do you create a plan? Do you start at the end of the process -- being in Berlin -- and work backward? Or, do you start from where you are now, on the ground in western France -- and move step-by-step to the goal?



It seems either approach would work. What do you think?




Question 2



So far we have dealt with strategic concepts and ideas. The notion of where the organization is going may open long debates on whether the proposed direction is "right" or "best." Similarly, the SWOT analysis and the survey of the external environment looked at ideas that might prove useful.



The main issue for this week is developing and implementing a strategic plan. The plan itself does two things. First, it formalizes the direction in which we are going. Second, it adds all of the tactical or operational matters that are needed. So, a strategic plan is comprehensive. If we are going to Berlin, to use the Patton example, we need to spell out how many men, how many tanks, how much ammunition, etc. We also need to determine when we will reach certain milestones along the way. If we have to cross rivers, we need to identify the equipment we will need. When the full strategic and operational plan is put together, we are ready to roll it out.



Implementation means that the plan -- the design, the summary of our best thinking -- is now ready to become a fact. All of the key players need to know what the plan calls for. The organization needs to release the resources that are necessary to make the plan happen.

During breaks or when outside the classroom, Joe associates with a group of boys who tend to get into trouble. He tends to become angry often and easily and has gotten into many fights. Some of his classmates have reported that Joe has threatened them. He does not seem to feel guilty when he gets into trouble. He rarely finishes his schoolwork and is getting poor grades. Beginning this year, Joe’s teacher has reported that he seems easily distracted.

Testing completed by the school psychologist indicates that Joe is intelligent and creative. Results do not support the presence of a learning disability or a developmental disability. The school psychologist indicates that Joe lacks sufficient motivation or desire to complete his work thoroughly or carefully. Joe’s parents report that he refuses to follow rules at home, is often angry, and tends to blame his siblings when he gets into trouble.

Behavioral Disorder—Female Vignette

Maria is an eight-year-old daughter of Mexican-American parents who recently immigrated to the United States. They speak some English, and Maria is fluent in both English and Spanish. She is enrolled in third grade at the local public elementary school. Since second grade, her parents have reported concerns about her difficulty in paying attention or maintaining her concentration. They indicate that she has significant difficulty in completing her homework because she daydreams and is easily distracted by sounds and activities in the home. Maria has the same problem in the classroom, so she often has to bring unfinished classroom work home to complete. Maria gets frustrated at school and during homework time, often stating that she “can’t do” the work and referring to herself as “dumb” or “not smart enough.”

Maria’s frustration with her schoolwork has led to some irritability lately, as well as some desire to avoid school. She tends to have more of a temper at home recently and expresses hopelessness at times. She is most content playing soccer or video games. She tends to concentrate very well during those activities.

Strategy clarification: Assess the organization’s understanding of the business strategy through the interview with a mid-level or senior manager. Assess his or her understanding and agreement of the business unit’s value proposition, market position, and competitive advantage.
Cultural assessment: Explain the unwritten rules and shared values that govern behaviors in the organization. Do they act as enablers or blockers to the strategy? For example, is there a culture of information sharing and collaboration that enables the organization to respond quickly across structural boundaries to solve problems for customers? On the other hand, do groups not share important information through informal mechanisms, thus slowing response times?
Value chain analysis: Identify the primary (direct) and support (indirect) activities that create and deliver your product or service to your customers. Assess each activity’s contribution to competitive advantage through cost or differentiation. Identify any areas where the business may be at a competitive disadvantage.
Summary of findings: Using these different analyses, identify the organizational strengths and weaknesses as they relate to the business strategy. Organizational strengths are assets, capabilities, and resources that contribute directly to the organization’s strategic fit, differentiation, and competitive advantage relative to competing organizations. Organizational weaknesses are characteristics and capabilities (often lacking) that place the organization at a disadvantage relative to competitors.
Part II: SWOT Analysis (1–2 pages)

Your SWOT analysis should summarize the opportunities and threats from the external environmental scan with the strengths and weaknesses from your organizational assessment or internal environmental scan.

Your output should include a matrix depicting strengths or weaknesses on the horizontal axis and opportunities or threats on the vertical axis. This matrix will reveal a set of strategy forces that can be used to assess the current strategy and identify important potential changes to the strategic direction of the company.

In creating your SWOT analysis, look for natural pairings of internal and external factors that match internal resources and capabilities to the external environment. Internal strengths and external opportunities depicted in the upper-left quadrant on your matrix might form complementary pairs that suggest necessary strategic focus for the business unit to pursue opportunities that fit its competitive strengths. Conversely, internal weaknesses and external threats shown in the lower right quadrant of the matrix may combine to illustrate the need for a defensive strategy to avoid becoming highly susceptible to competitive threats.

Your matrix should not simply be a collection of four lists compiled together in a matrix. Your analysis should combine factors and explain why specific strengths complement specific opportunities, and selected weaknesses are amplified by external threats. In addition to your matrix, provide a brief narrative that summarizes the main findings in your analysis and the implications for the current and projected strategy.

Part III: Balanced Strategic Scorecard (1–2 pages)

Use the balanced scorecard or another similar tool to recommend indicators and measurements that will tell you if the company is successful or unsuccessful in progressing toward your vision through execution of strategy.

A balanced scorecard presents organizational performance on four primary groups of measures:

Financial
Customer (external stakeholder)
Learning and growth
Internal process
You should develop a strategy scorecard that ties the performance of your business unit in these areas to its overall business strategy. The challenge you face is selecting two-to-three measures in each of the four areas that give a measurable and reliable indication of the business unit performance in the key activities that promote strategic fit, customer value, and sustained competitive advantage.

Write an 5–7-page report in Word format. Apply APA standards to citation of sources. Use the following file naming convention: LastnameFirstInitial_M4_A2.doc.

The paper should include a cover page, executive summary/abstract, table of contents, body of paper—proper headers (mission, vision, and values assessment; strategy clarification; cultural assessment; value chain analysis; summary of key findings; SWOT analysis; balanced strategic scorecard; and references).
