‘Apply Allison’s three levels of analysis for decision making [rational actor, organizational process, and bureaucratic politics] to the mistaken police shooting of Charles de Menezes on 22 July 2005’.
1) intro- which includes a thesis and and ordered structure of what will be discussed in the essay ie. this essay will first attempt to illustrate alisons three levels of decision making. it will then proceed to apply the theory to to the menez case of 2005....etc. id like the thesis to basically surround the fact that while extensive and detailed, they individually offer only one side of the perspective and such must always be taken together if they will be sufficient enough to adequately analyze the political domain. it would be good here if you could begin by give some background to the menzes shooting, how it happened why, etc nothing too detailed but just some background to the situation just ike you're going to later on give a background to theory of which you're going to use to analyze it.
2) an over view of the actual theory with some background, please discuss the fact that he wrote it in his book with a little background on the book and how it was ground breaking to the study of International relations. please also mention how it is difficult to apply this theory which had originally been adapted on an international scale (the missile crisis)to one so domestic and the menez case.
3)how the rational actor model can be applied to the menez case (give some mention to its failings in explaining the situation so that its not to one sided)
