Hour 1 = 1 if the reading was made between 6:00 am and 7:00 am; 0 otherwise. Hour 2 = 1 if the reading was made between 7am and 8 am: 0 otherwise Do this for all 11 hours. Note that when the values of the 11 dummy variables are equal to 0, the observation corresponds to the 5:00 pm and 6:00pm.
